Legislative Session Update:
 
HB 1186
This bill prohibits smoking within certain areas of New Hampshire state parks and historic sites. This bill is sponsored by Representatives Kepner, Day, and Bettencourt.
 
A subcommittee work session was held on May 17, 2010. This bill prohibits smoking in congregate areas of state parks. “Congregate area” is now defined as: “restrooms and places where people gather for events inside or outside, including tours, eating, relaxation, recreation, or information and learning.” It also includes, but not limited to: “playgrounds, picnic areas, gazebos, pavilions, snack bars, and outside stage areas where there may be seating that is fixed or brought by attendees.” Campsites are excluded. Compromise language was reached regarding beaches. Smoking on beaches shall be in designated areas only.
 
HB 1541
This bill prohibits the sale of e-cigarettes and liquid nicotine to minors. The bill is sponsored by Representatives DiPentima, Merrick, Kotowski, Donavan, Pilliod and Senator Gilmour.
 
Governor Lynch signed the bill into law on June 1, 2010. Our request for a ceremonial bill signing is still in.
 
HB 1456
An act establishing a committee to study the use of pesticides, herbicides, and their alternatives in residential neighborhoods, school properties, playgrounds, and other places children congregate. This bill is sponsored by Representatives Smith, Miller, Cooney, Wiley and Senator Reynolds.
 
This bill was sent to interim study. The House Environment and Agriculture committee have begun to convene meetings. The first one was held June 1st where current regulations and laws in NH were discussed. The next meeting is scheduled for June 15th which will focus on medical evidence regarding health impacts. I’m monitoring the bill at this time.

Budget Bill – HB 1128/SB 450
The tobacco tax on tobacco products other than cigarettes was increased from a rate of 48.59 to 65.03 percent of the wholesale sales price. The Governor proposed a 20 cent cigarette tax increase which wasn’t included in the House and Senate budget bills.
