During the keynote session, the speaker will delve into the topic of maternity care in New Hampshire. They will examine how it is related to ongoing health disparities and how substance use disorder policy and abuse and neglect policy intersect and overlap. Deborah H. Fournier, JD Deborah H. Fournier, JD, is the Director of Health Law and Policy at the Institute for Health Policy & Practice at UNH and focuses on Medicaid policy, healthcare affordability, maternal health care, and corrections. Ms. Fournier previously served as the Medicaid Director for NH, the Association for State and Territorial Health Officials (ASTHO), and the National Academy for State Health Policy (NASHP).
Before joining NH DHHS, Deborah led strategic planning and implementation of health care policy and advocacy at the New Hampshire Fiscal Policy Institute, including partnership in the effort to expand Medicaid in New Hampshire. Deborah also previously served as a Senior Policy Analyst for National and Federal Affairs at the Massachusetts Office of Medicaid and Executive Office of Health & Human Services. She holds a J.D. from Northeastern University School of Law and a Bachelor of Arts in History from Whitman College. Deborah is admitted to the practice of law in Massachusetts. |
